GCAA Crowns 40th Anniversary Celebrations with Grand Dinner and Awards Night

The Ghana Civil Aviation Authority (GCAA) on Saturday, May 16, 2026, climaxed its month-long 40th anniversary celebrations with a colourful Dinner and Awards Night at the luxurious Kempinski Hotel Gold Coast City, Accra.

The landmark celebration brought together distinguished personalities from Ghana’s aviation industry, government officials, former Directors-General, development partners, airline operators, and retired officers to honour four decades of excellence in aviation safety, regulation, and service delivery.

Among the dignitaries present were the Minister for Transport, Mr Joseph Bukari Nikpe; Deputy Minister for Transport, Dorcas Affo-Toffey; Chief Director of the Ministry, Mr William Kartey; former Directors-General Air Commodore Kwame Mamphey (Rtd.), Wing Commander Andy Mensah (Rtd.), Capt. Joe Boachie, Mr Abdulai Ahassan, Ing. Charles Kraikue, and the current Board Chairman, Ing. Simon Allotey.

Stakeholders and partners, including Ghana Airports Company Limited, Aircraft Accident and Incident Investigation and Prevention Bureau (AIB Ghana), Board of Airline Representatives, Ghana (BARGH), airlines, ground handlers, banks, insurance companies, and international aviation partners, also joined the celebration.

Government Commends GCAA’s Excellence

Delivering the keynote address as Special Guest of Honour, Minister for Transport Joseph Bukari Nikpe conveyed congratulations from President John Dramani Mahama to the Authority for its remarkable achievement over the past 40 years.

“On behalf of His Excellency, the President of the Republic of Ghana, President John Dramani Mahama, I bring you warm regards from him, and he congratulates you for this achievement that you’ve made over the 40 years of service.”

The Minister paid tribute to the pioneers and former staff of the Authority whose sacrifices laid the foundation for Ghana’s thriving aviation sector.

“The hard work that you put in from the beginning has placed us as one of the most preferred destinations in aviation.”

Mr Nikpe praised the GCAA as one of the best-performing agencies under the Ministry of Transport and highlighted the significance of the successful decoupling of the Ghana Airports Company Limited two decades ago.

“The decoupling allowed you to continue to focus on your core function of regulatory performance and that you have discharged with distinction for this 40 years of your existence.”

He reaffirmed government’s commitment to positioning Ghana as West Africa’s preferred aviation hub.

“The government is working hard to expand, improve and make sure that Ghana becomes the most preferred travel destination in the West Africa sub-region.”

The Minister also reiterated government’s intention to re-establish a national airline, expressing confidence in Ghana’s aviation professionals.

“We are confident that we have the men and women who will safeguard our skies and that should we re-establish this airline, we’ll be able to have the needed passengers that will keep us in business.”

A Legacy of Service and Leadership

In his welcome address, Director-General of the GCAA, Rev. Stephen Wilfred Arthur, expressed heartfelt appreciation to guests and stakeholders for supporting the Authority’s milestone celebration.

“I want to express my profound gratitude for making time out of your busy schedules… to join.”

Rev. Arthur noted that the anniversary was not only a celebration of achievements but also a call to build a lasting legacy for future generations.

“Yes, we have made 40 years, but there are more years ahead of us… let us also strive that after all said and done, we’ll also be said to have left a legacy at our workplace, left a legacy for GCAA, left a legacy for the industry and we are leaving a great legacy for Mother Ghana.”

Board Chairman Calls for Renewed Commitment

Board Chairman Ing. Simon Allotey reflected on the Authority’s journey over the past four decades and applauded staff and stakeholders for their commitment to aviation excellence.

“Forty years ago, the Ghana Civil Aviation Authority was established with a clear mandate to regulate and oversee civil aviation in Ghana, placing safety, security and efficiency at its core.”

He praised the dedication of staff who worked tirelessly through the years to ensure Ghana’s aviation sector meets global standards.

“From the early days of limited tools and equipment to navigating the complexities of a modern aviation sector, your professionalism and dedication have kept Ghana’s skies safe and compliant with global standards.”

Highlighting Ghana’s strong global safety standing, Mr Allotey added: “Thanks to your efforts, Ghana now enjoys one of the highest global compliance rates for safety standards set by ICAO.”

He further urged management and staff to remain united and focused on future growth.

“Aviation is rapidly evolving, technology is advancing, air traffic is rising, and public expectations are increasing. Our role is to ensure that GCAA keeps in tandem with these changes without compromising safety.”

Retired Officers Recall Humble Beginnings

Representatives of the Civil Aviation Retired Officers Association, led by Mr Barnaby P. Matteer, delivered an emotional goodwill message recounting the difficult conditions under which Ghana’s aviation system once operated.

“We remember with nostalgia, somewhere in 1983, when the International Federation of Airline Pilots Associations threatened to boycott the Accra Airport because it was not safe.”

They vividly recalled the severe infrastructural challenges of the time.

“We had no runway lights; we were using ‘bobo’ as runway lights,” adding: “Aircraft would be on final approach, and we would lose signals because the facilities were so obsolete.”

Despite those difficulties, they celebrated how far the Authority has come.

“Those of us who were part of this journey have watched with pride as the authority grew from its founding vision into a respected institution recognised across Africa and beyond.”

They concluded with an inspiring message, noting: “The sky is not the limit. It is just the beginning.”

 

 

Industry Partners Celebrate Strong Collaboration

The Airline Operators Committee commended the GCAA for fostering a collaborative and safe aviation environment.

“Forty years is not merely a milestone in time, it is a reflection of vision, resilience, innovation and commitment to excellence in GCAA.”

The operators stressed the importance of cooperation between regulators and airlines.

“Aviation thrives on collaboration and the relationship between regulators and operators is essential to maintaining safety, efficiency, reliability and passenger confidence.”

 

 

Similarly, Managing Director of Ghana Airports Company Limited, Mrs Yvonne Nana Afriyie Opare, praised the Authority’s professionalism and leadership.

“For four decades, the GCAA has stood as a guardian of Ghana’s skies upholding the highest standards of safety, security and regulatory oversight.”

She noted that GCAA’s regulatory guidance has been instrumental in modernising Ghana’s airports and strengthening the aviation ecosystem.

“GACL reaffirms its commitment to standing shoulder to shoulder with you and together we’ll continue to build a safe, secure, efficient and competitive aviation ecosystem.”

                                                                               

 

 

 

 

 

 

 

 

Distinguished Personalities Honoured

The evening also featured an awards ceremony recognising individuals who have made significant contributions to Ghana’s aviation industry.

Award recipients included retired Wing Commander Andy Mensah, retired Captain Joe Boakye, retired Air Commodore Kwame Mamphey, Dr Abdulai Alhassan, Ing. Simon Allotey, and former Director-General Ing. Charles Preko.

Mr William Ohen was honoured with a Long Service Award for his selfless leadership and dedicated service spanning 30 years.

Also, 71 workers, comprising management executives and general staff, were presented with long service awards.
