4. AC 01-003 – GUIDELINES FOR VOLUNTARY SELF DISCLOSURE
SECTION 1 POLICY & GENERAL INFORMATION
1.1 PURPOSE

A. This Advisory Circular (AC) provides amethod for regulated entities (seedefinition) to voluntarily self-disclose apparent violations of the Ghana CivilAviation Directives (GCAD).
B. Regulated entities are encouraged, but not required, to develop quality assurance systems that continually monitor company policies and procedures and ensure that the highest level of safety and security compliance is maintained.
C. They may voluntarily disclose apparent violations of GCAD covered by this program inaccordance with the procedures in this AC even though a safety management system or other type of quality assurance program has not been established.

1.1 PURPOSE

This Circular provides background information and guidance with regard to an application for an aircraft Type Acceptance Certificate (TAC). The Type Acceptance Certificate is a document required under the GCAD 5.2.2 and describes the certification basis of a product acceptable to the GCAA. A. The purpose of this advisory circular (AC) is to provide guidance to aircraft operators seeking Ghana Civil Aviation Authority (GCAA) approval for operations  requiring ground deicing and anti-icing program for safety operation.
B. This advisory circular also provides the basis by which an operator, with an approved ground deicing and anti-icing program, may deice and anti-ice their aircraft using another operators’s ground deicing and anti-icing program that has been approved by the national civil aviation authorities.
