How do I register on the online permit portal?
This is quite a simple process and no more difficult than creating an email account or setting up your streaming subscription:
- You log on to https://portal.caa.com.gh from your desktop or laptop, tablet, or smartphone.
- Click on Create New Account
- You will be asked to provide some basic information about yourself and the company that you represent.
- Click submit and you are done
What do I need to apply for a permit and pay for navigational charges?
- First off, you will need to have created an account on the portal. If you have not, please do so because permit requests can only be applied for via our online portal.
- In making your request you will be asked to provide details of the aircraft and of your operation; so you will need to have such information handy.
- For aircraft requesting permission to land in Accra or any aerodrome in Ghana, there is a section for you to input the passport details of all persons on board the flight (crew and passengers).
- Kindly note that your landing requests will not be processed if you do not provide the passport details of all Persons on Board.
Why am I being asked to pre-pay for navigational charges (landing/en-route) for a flight I am yet to operate?

On our side, this solution provides us with the means to efficiently administer the permit and navigational service charges collection aspect of our operations; thereby helping us to focus on our mission of providing safe, secure, efficient and effective aviation regulation and air navigation services in a professional and environmentally responsible manner.
5. Do I need to make any other payments apart from permit and navigational charges?
Yes. For all landing aircrafts, GCAA requires that you make the following payments at the Flight Planning and Crew Briefing Office after landing:
- Passenger Safety Charges and/or Cargo Safety Charges (Cargo Flights)
- Airport Passenger Service Charge
What payment options are available to me?
- The Ghana Civil Aviation Authority does not accept cash payments at any of its offices.
- You can however pay for Passenger Safety Charges, Cargo Safety Charges, and Airport Passenger Service Charges with your Visa or Master card at our POS at the airside Crew Briefing Office or the GCAA headquarters cash office.
- Payment of permit administrative charges, landing and/or enroute charges are to be made at the point of submitting a request either with funds from your online wallet or with your visa/master card.
How do I deposit money into my online wallet?
The online wallet is a safe payment tool provided on the web portal to ensure that you are easily able to make payment for all your permit administrative fees and navigational service charges without any hustle. It also provides you the convenience of being able to closely monitor all your transactions and payments to us.
You can have access to the benefits of this payment tool by simply transferring funds from your visa or master card into directly into your wallet.
Alternatively, you may also make direct bank transfers to any of the following GCAA bank accounts, send us proof of the transfer afterwards and we will credit your wallet with the amount. All payments shall be made directly into any of the underlisted GCAA bank accounts and pay-in-slips submitted for the issuance of official receipts:

How safe is my money in the online wallet?
Very Safe.
What if I cancel my flight?
We do understand that sometimes due to circumstances beyond your control or for any reason whatsoever, you may be forced to cancel your flight or your request. No worries, we have you covered!
Any payments for landing and/or overflight you made for the cancelled request will be refunded to you. Payments for permit administrative charges are however non-refundable.
What happens if I operate a route different from what I pre-paid for?
As we have published in the Ghana AIP GEN 4.2-1, air navigation service charges computations are based on the AUW of the aircraft and the number of kilometres flown in the airspace. As such any such variation in the aircraft type and/or route flown may require reconciliation in navigational charges billable.
What happens to diverted flights into Ghana airspace due to emergency?
All applicable charges shall be made by the flight crew at the Flight Planning and Crew Briefing Office by VISA Card or Master Card before departing.
What payments can I claim refund on?
Refund may be requested on navigational service charges for cancelled flights. Permit administrative fees remain non-refundable.
How long does it take to get refund after cancelling my flight?
We aim to refund applicable payments within 24 working hours after the intended flight date.
How soon can I get my permit after successfully submitting a request?
We aim to ensure that operators receive permits for their flights promptly after request is submitted and payment of administrative fees and navigational service charges are confirmed.
However, as published in the Ghana AIP GEN 1.2–3, non-scheduled operators are to apply for permission not less than forty-eight (48) hours in advance of the intended date of landing or overflight. This is to afford us enough time to complete all necessary processes for the issuance of the permit
Can I make changes/amendments to a request I have already submitted?
At the moment, the online system does not allow changes to be made to request once they are submitted. Changes to flight details can be e-mailed to ais@caa.com.gh. And copy finance receivables@caa.com.gh, and billing@caa.com.gh It must however be noted that changes can only be effected before the intended date of landing or overflight.
Moreover, such changes may lead to variations in the navigation service charges billable.
In most cases where permit is yet to be issued, you may have to cancel the permit request to re-apply with the new details.
What do I do if I am unable to submit a request via the online portal?
- Have you tried logging on with a different web browser? This sometimes seem to resolve the issue. Notwithstanding, we will do our best to notify you of any major extended system downtimes. In such situations, the following guidelines will apply.
- If the permit portal goes offline for any reason whatsoever, kindly send your permit requests to the AIS permit help desk via email address ais@caa.com.gh. And copy financereeivables@caa.com.gh and billing@caa.com.gh
- A reference number will be communicated to you in reply to your email indicating acknowledgement of receipt of your request.
- During the period that the system remains offline, you may be required to provide via email payment advise indicating prepayment by you of permit administrative fees and navigational service charges for any request that you submit prior to processing.
How do I submit requests for a series of planned flights (block overflight or a block landing operation)?
We are currently not considering block overflight or block landing permit requests for non-scheduled operations under this system.
