In accordance with the Ghana Civil Aviation Act, 2004 Act 678, The GCAA through the Economic Regulation Department (ERD) is responsible for the licensing of air transport and economic regulation of the aviation industry in Ghana.

The Department also ensures the industry’s compliance with the provisions of ICAO Annex 9 on Facilitation as well as Bilateral/Multilateral Air Service Agreements to which Ghana is a signatory.

The Department is guided by the policy objectives of the Act 678 which seeks to:

  1. assist in the development of a sound air transport policy
  2. promote a viable & sustainable airline industry
  3. provide the environment to facilitate commercially viable operation of airports and air navigation services
  4. ensure the protection of the interests of consumers of air transport services
  5. regulate civil aviation operations in accordance with best industry practice & international standards
